【Typhoon No.19】Patient Transfer Assistance in Affected Areas of Nagano Prefecture

In the morning of October 13, 2019, a joint emergency assistance team (Civic Force, Peace Winds Japan, A-PAD Japan) headed to the affected areas via airplane, two helicopters, and three vehicles and arrived near the overflooded Chikuma River in Nagano Prefecture. 

Damage assessment for medical facilities within Nagano Prefecture was conducted prior to the arrival of the medical team. The team assisted patient transfers from the Nagano Prefecture Rehabilitation Center. The center was flooded and experiencing power outage. Accompanied by the doctors from the team, three patients were transferred to the Nagano Municipal Hospital and South Nagano Medical Center. The medical team also assisted patient transfer operations managed by the Red Cross Nagano DMAT (Disaster Medical Assistance Team) and delivered relief items such as lanterns, gasoline, and generator.

The search-and-rescue team visited two evacuation centers to understand the needs of victims who fled their flooded homes. The team offered medical consultations for the evacuees and prescribed medications as needed.

 

 

Typhoon No.19 (Hagibis) has brought damage to wide areas across Japan. A complete picture of the damages has not yet been fully grasped. The joint emergency assistance team continues to provide medical assistance and relief items today while conducting needs assessments in the Tohoku and Hokuriku regions. The team is also conducting a needs assessment in Chiba Prefecture which was affected by Typhoon No.15.
