2020 July Heavy Rain

Project Overview

Heavy rains between July 3-31, 2020 caused flooding in Kumamoto Prefecture and many other areas across Japan. ARROWS dispatched an emergency medical team including a doctor, nurse, rescue members, and search dogs to conduct a search and rescue operation using helicopters, amphibious vehicles, and boats. This disaster was the first to occur during COVID-19 and the team was concerned about the lack of aid workers. The team is taking precautionary measures and assisting recovery and reconstruction efforts in the affected communities.

    NPO Partner Projects, developed after the Great East Japan Earthquake, support local organizations working toward recovery and reconstruction in affected communities. Through this project, Civic Force is working with five organizations in Kumamoto and Oita prefectures.

  • Medical Assistance

    Medical Assistance

    The emergency team transferred patients rescued from a flooded nursing home to nearby hospitals. The medical team also treated evacuees at evacuation centers and prescribed medicines and psychosocial support.

    Evacuation Operation

    On July 7, 2020, the emergency team delivered relief items to stranded victims in Kuma Village. The medical team also treated 70 victims and prescribed medicines. After the sky cleared, the team rescued more than 20 victims via helicopters.

    Evacuation Center Management

    The emergency team helped manage five evacuation centers in two towns in Kumamoto Prefecture. Kuma Athletic Park was a makeshift evacuation center and ARROWS facilitated the transfer of evacuees to two safer evacuation centers. ARROWS also assisted in setting up the new evacuation centers.

  • COVID-19 Prevention

    COVID-19 Prevention

    In the midst of COVID-19, ARROWS provided specialized support and infection prevention items at evacuation centers. Civic Force's tents were used as isolation areas in case evacuees had fevers. ARROWS also promoted increased awareness for infection prevention including handwashing and gargling through advocacy posters.

    Procurement and Distribution of Relief Items

    ARROWS worked with stakeholders to provide timely relief item distributions to evacuation centers and stranded communities. These distributions were made possible through our corporate partners and the Social Emergency Management Alliance (SEMA).
