【August 2025 Heavy Rain】Needs Assessment Conducted in Tamana City and Gyokuto Town, Kumamoto Prefecture and other areas

In August 2025, record-breaking heavy rains occurred primarily over Kagoshima, Kumamoto, Fukuoka, and Yamaguchi Prefectures, causing a series of landslides and flooding. 

On August 13, Civic Force dispatched two staff from Saga to Kumamoto. They visited the social welfare councils of Tamana City and Gyokuto Town, as well as the Kumamoto Prefecture Association for the Welfare of Single-Parent Families, to conduct a needs assessment.

Situation in Tamana City A major road intersection near Tamana City Naka was flooded up to waist height, and the surrounding car dealerships and supermarkets suffered significant damage. According to the Tamana City Social Welfare Council, as of the morning of August 13, 47 homes and businesses were affected. The issuance of disaster victim certificates began the same day.

Situation in Gyokuto Town The first floor of the Gyokuto Town Hall was used as an evacuation center, housing up to 50 people before the evacuation was lifted on August 13. The Konoha River overflowed, causing 50-60 centimeters of flooding in the central community hall and the town gymnasium. As of the morning of August 13, 14 damaged homes have been confirmed, and volunteers have already begun cleanup efforts at the affected facilities.

Initiatives of the Kumamoto Prefecture Association for the Welfare of Single-Parent Families Leveraging its network of 24 city/county mothers' associations and 199 children's/community cafeterias, the association is assessing the damage situation across the prefecture. Initial reports indicate vehicle flooding, as well as floor-level and underfloor flooding. The association will continue to share information and coordinate necessary support.

Widespread Damage and Future Support Activities Widespread flooding and landslides have caused extensive damage across Kumamoto Prefecture, affecting homes, businesses, and public facilities and disrupting local infrastructure. Social welfare councils and support organizations are currently working together to assess the damage and identify needs. A volunteer center is set to open this weekend, which will allow for full-scale cleanup and recovery activities to begin. Civic Force will continue to monitor the situation to ensure the timely delivery of essential support.
