【August 2025 Heavy Rain】Support for Hikawa Town, Kumamoto
In August 2025, a record-breaking downpour hit areas primarily in Kagoshima's Kirishima City, as well as Kumamoto, Fukuoka, and Yamaguchi Prefectures. This led to widespread damage, including landslides, overflowing rivers, and flooding. Residents are still working to remove mud and clean their homes.
On August 20, Civic Force deployed two staff members from Saga Prefecture to Hikawa Town, Kumamoto, to deliver requested equipment to the Kumamoto Council of Social Welfare.


Due to the heavy rain that began on August 10, a Level 5 "Emergency Safety Precaution" evacuation order was issued for all 4,566 households and 10,864 people in the town. Many homes were flooded up to the floor level. As of August 20, Hikawa Town reported 95 homes with floor-level flooding and 201 homes with subfloor flooding.

Civic Force staff delivered the following requested supplies on the afternoon of August 20. These items were lent at the request of the Kumamoto Council of Social Welfare to assist with recovery efforts in Hikawa Town:

The Hikawa Town Council of Social Welfare opened its first disaster volunteer center on August 14. However, the number of aid requests remains low, likely due to a lack of resident awareness. Needs are expected to increase as residents learn about the center's services and on-site surveys are completed.
A significant challenge is the smaller-than-expected number of volunteers, making recovery efforts difficult. This is likely a result of the Obon holiday period and the widespread nature of the disaster.
Civic Force will continue to monitor the situation and provide swift, necessary support.
