On July 8, Civic Force conducted needs assessments in the areas experiencing water outages. 250 people (140 households) have been affected in the areas and some have evacuated to the evacuation centers while the rest have stayed behind. Those who lost their cars are carpooling with others to get around. Nearby hotels have suspended their hot spring operations and many people are unable to take a bath. As the water outage continues, the well-being of the elderly are a particular concern for aid workers. In response, Civic Force will be distributing hot meals and carefully assessing the unique needs of each individual.

Some evacuees were forced to leave their pets behind when they fled. Today, Civic Force met with a local animal welfare organization. The organization has rescued 14 cats, two dogs, and one hamster from Izusan and is taking care of them at a house provided by one of their supporters. An increasing concern is a potential lack of shelter space if more animals are rescued. Civic Force will continue assessing the needs and support their activities.
